It is not essential. I reckon this is a DirectShow filter -- they call it a "splitter" but it's actually an MP4 demultiplexer -- needed for Windows Media Player to parse MP4 files. If you don't use Windows Media Player, you don't need it.

Copy the file MP4Splitter.ax to C:\Windows\System32. Then open Start->Run and type in "regsvr32 MP4Splitter.ax" (without the quotes). You'll get a message that the registering is successful.

Quite possibly, proof positive of our poor educational system. Just bec. it says it is needed to play, does NOT mean that it cant split! And for SOME reason, calling it a splitter leads people to think that it splits (aka edits) files. Oy...
