Windows 11 can start without a graphics card driver, but it gets slow and video suffers - and a new open-source experiment is trying to hand the desktop to the AI chip (NPU) instead.

The short answer for normal PCs: you always need some graphics chip, but the one built into most processors is plenty for Windows and video.
Here's what the new project actually does, and what really happens when Windows has no working GPU.
What the New Project Does
The project is called npu-render, published on GitHub by a group called labscommunity under the free Apache 2.0 licence.
It is a special display driver that takes the drawing work Windows normally sends to the graphics card and runs it on an Intel NPU, the small AI processor in new laptops.
It works, but only just. The developers' own notes call it "a research prototype, not a product", reaching 2 to 3 screen updates per second against a target of 30.
- One chip only. It was tested on a single Intel Panther Lake laptop and needs an Intel NPU.
- Not truly GPU-free yet. The notes show the graphics chip still puts the finished picture on the screen.
- Not for everyday PCs. It needs Windows test-signing mode, admin rights and extra developer tools, and can leave you without a usable desktop for minutes if it fails.
Don't install it to save a broken PC:
This is a lab experiment for developers. If your graphics card has died, the fixes below will get you further, faster.
What Happens When Windows Has No GPU Driver
If Windows can't load a graphics driver, it falls back to the Microsoft Basic Display Adapter. That keeps the screen working by drawing everything on the main processor, so it never leaves you with a blank screen.
- Low resolution. You may be stuck at a fuzzy resolution with no option to change it.
- Sluggish desktop. Windows, menus and scrolling feel slow because the processor does all the drawing.
- Choppy video. There's no hardware video decoding, so 4K, HEVC and AV1 videos stutter or drop frames.
How to Check What Graphics You Have
Open Device Manager and expand Display adapters. If you see Microsoft Basic Display Adapter, your real graphics driver isn't loaded - reinstall it from your PC maker or the chip maker's website.
For the full picture, the free GPU-Z shows your graphics chip, driver version and which video formats it can decode in hardware. CPU-Z tells you your exact processor, so you can look up whether it has built-in graphics.
Smoother video on a weak GPU:
If your PC has only basic graphics, a lighter player helps. VLC media player plays almost any format without extra codecs and copes well when the processor has to do all the decoding.
For Windows' own Movies and Media Player apps, the K-Lite Codec Pack adds the missing formats and a player that runs well on modest hardware.
Quick questions
Can Windows 11 run without a graphics card?
Yes, if your processor has built-in graphics, which most Intel and many AMD chips do. Without any graphics chip at all, a normal PC won't show a picture.
Can an NPU replace my graphics card?
Not today. The npu-render experiment manages only 2 to 3 screen updates per second on one Intel laptop.
What is the Microsoft Basic Display Adapter?
It's Windows' fallback when no graphics driver loads. It keeps the screen working, but slowly and without hardware video decoding.
Why do my videos stutter after a driver problem?
Without the graphics driver, the processor has to decode video on its own. Reinstall the driver and the stutter usually goes away.
Is npu-render safe to try?
Only for developers on a spare machine. It needs test-signing mode and can leave the desktop unusable for a few minutes if something fails.
The bottom line
Running Windows on an NPU is a clever lab trick, not a way to skip a graphics card. If your screen looks fuzzy or video stutters, check for the Basic Display Adapter and get your real driver back.
