To uninstall. Open PowerShell in Admin mode and type this command.
Get-AppxPackage Microsoft.HEVCVideoExtension | Remove-AppxPackage

I was hesitant to use this also, but because of these reviews, I downloaded it and now Windows Photo viewer can now open HEIC photos.
