Where to Download Free Ebooks Legally

There is more genuinely free, genuinely legal reading available in 2026 than any one person could finish, and the best source of it is probably the library card you already have.

Every site on this page was checked in September 2026, and several of the ones that appear on every other list turned out to be dead, paywalled or not free at all.

The second half deals with the thing those lists never cover, which is what to do when the file you downloaded will not open properly.

Start With Your Library Card

If you want books that are actually in copyright - this year's novels, recent non-fiction, current bestsellers - there is exactly one free and legal route, and it is your local library.

In the US, Canada, Australia and much of Europe, that means Libby. You sign in with a library card number, borrow, and read in the app or send it to a Kindle. There are waiting lists for popular titles, exactly as there are for physical copies.

In the UK it is usually BorrowBox rather than Libby, and most councils let you join online without visiting a branch. Some authorities run both, so check what yours offers before assuming.

Some US libraries sell non-resident cards to people outside their area, usually for somewhere between twenty and fifty dollars a year, which buys access to a much larger digital collection. That market is shrinking as budgets tighten, so check current terms before paying anything.

The Public Domain Archives

These are the backbone of free reading. Everything on them is out of copyright, free to download, and free to keep.

Project Gutenberg is the one to try first, and Standard Ebooks is the one to try second. Standard Ebooks takes Gutenberg's texts and rebuilds them properly, so if it has the book you want, take its version.

Open Library needs a caveat that most lists omit. The Second Circuit ruled against the Internet Archive in September 2024, holding that its controlled digital lending was not fair use, and more than half a million books were removed from lending as a result. What remains is still substantial, but the catalogue is not what it was.

One correction worth making, because it is repeated everywhere: Project Gutenberg is not blocked in Germany. The 2018 blanket block was lifted after a settlement in 2021, and only works by one remaining author are still geoblocked there.

What Public Domain Actually Means

A book is legally free in one of four ways, and if a download does not fit one of them, it is not legal however the site describes it.

• Copyright expired. The commonest case, and the one that grows every January.
• Openly licensed. The author chose a Creative Commons licence, which also tells you what you may do with the file beyond reading it.
• Given away by the rights holder. Publisher promotions and author giveaways, usually time-limited.
• Borrowed from a library. The library bought a licence and you are using it.

In the United States, works published in 1930 entered the public domain on 1 January 2026, under the rule that gives pre-1978 published works 95 years. Works from 1931 follow on 1 January 2027.

It is not the same everywhere. The US, the EU, the UK and Canada generally run to 70 years after the author's death, while New Zealand, China and several others still sit at 50 or 60, which is why a book can be legitimately free on an Australian site and still in copyright where you are.

Textbooks and Academic Books

This is the most under-used category on the internet, and for students it is worth more than everything above it.

• OpenStax publishes peer-reviewed college textbooks under Creative Commons licences, free as web pages or PDFs, with no account.
• Open Textbook Library lists over 1,800 openly licensed university textbooks, with faculty reviews attached.
• Directory of Open Access Books indexes over 88,000 peer-reviewed scholarly books and points at the publishers' own files.
• National Academies Press gives away the PDF of every title it publishes, and there is a guest download option that needs only an email address.

Bookboon used to belong on that list and no longer does. Its free student library is gone and the site now sits behind a login for corporate training content, so any guide still describing it as free textbooks is out of date.

Free Sections in the Big Stores

Every ebook store has a free shelf. They are worth knowing about and worth being slightly cynical about, because they exist to get you into the shop.

Smashwords is the pick of them. It carries close to 100,000 titles priced at zero, and it does not use DRM as a matter of stated policy, so what you download is a file you keep and can read anywhere.

Kobo's free section gives you real EPUBs too, which is why it beats the Kindle store for anyone not committed to Amazon. Watch the listings carefully, because titles marked "free with Kobo Plus" are a paid subscription rather than free.

Google Play Books is the least annoying way to read public-domain titles on Android, and it allows EPUB and PDF export on many of them. The Kindle and Apple Books free charts are mostly indie series openers and low-quality public-domain reissues, locked to their own apps.

BookBub is not a source but an alert service, and a useful one. It tells you when an in-copyright book has temporarily dropped to zero at one of the stores, and it earns affiliate commission when you follow the link, which is worth knowing.

How to Spot a Site That Is Not Legitimate

The tells are consistent, and the first one settles most cases on its own.

It offers books that cannot legally be free. A current bestseller, this year's textbook edition or a major hardback, offered as a free download by something that is not a library, is settled. Nothing else needs checking.

The download button does not go where it says it goes. Malwarebytes documented a network of 41 sites in August 2026 where the button showed a genuine URL on hover and then used JavaScript to cancel that and redirect elsewhere on click. Hovering to check a link is no longer sufficient advice.

You are asked to install a download manager first. A legitimate source hands you a file. In that same campaign, the installer was the entire point of the exercise.

A survey, a "human verification" step, or a card "just to verify you are not a bot". No free-ebook source needs a payment card. That is card harvesting or a subscription trap.

A "PDF" that arrives as an .exe, a .lnk shortcut, or inside a password-protected archive. Trellix documented exactly this pattern in 2024, with ViperSoftX distributed as RAR archives dressed as ebooks, containing a decoy PDF alongside a shortcut and scripts disguised as images.

The large shadow libraries are a separate matter and this guide does not link them. Z-Library's operators were charged by the US Department of Justice in 2022 and remain the subject of proceedings, and Anna's Archive was sued in March 2026 by the Association of American Publishers and thirteen publishers. Either reason would be enough on its own.

When the File Is Wrong

This is the part every other free-ebook list skips, and it is where most of the frustration actually lives. Three problems account for nearly all of it.

It is a PDF and it will not reflow. PDFs are fixed pages, so on a phone or a small tablet you end up zooming and panning. Converting to EPUB fixes it, and this browser-based PDF to EPUB converter does it without installing anything.

It is a MOBI and your device has moved on. Amazon stopped accepting MOBI for Send to Kindle at the end of 2022 and now takes EPUB instead. Calibre converts a whole folder of them in one pass.

It is a scanned PDF with no text layer. If you cannot select the words with a cursor, there are no words in the file, only pictures of them. No converter will help until the file has been through OCR.

Before committing to a large download, it is worth opening the file to see what you actually have. An EPUB viewer that runs in the browser will show you whether a file is a real ebook or a wrapper around page images.

Getting It Onto Your Reader

Once the format is right, the last step depends on which device you read on.

On an Android tablet or phone, copy the file across and open it in a reader such as ReadEra or KOReader, or point Calibre's built-in content server at it and read over your own network. Our guide to turning a tablet into an ebook reader covers the app choice and the display settings in detail.

On a Kindle, use Send to Kindle with an EPUB, or use Kindle for PC to read on a computer. Note that the reverse does not work: a DRM-protected Kindle purchase cannot be moved to any other device, and Amazon removed the USB download option in February 2025.

For a PDF you genuinely want to keep as a PDF, such as a textbook with diagrams that must not move, Acrobat Reader remains the most reliable option on a desktop.

Comics are a special case. CBZ and CBR files read fine on a tablet as they are, and only need converting when you want them on an e-ink reader, which is what Kindle Comic Converter is for.
