QuEnc is no longer updated by its developer - the last version here is from 2007. It may still run, but it gets no fixes for newer Windows versions or formats.

QuEnc is a small, portable MPEG-1 and MPEG-2 encoder from the DVD era, built on FFmpeg.
Version 0.72 from January 2007 was the last release.
It still runs on Windows 10 and 11, but it only makes sense inside an old DVD rebuilding workflow.
What QuEnc Actually Does
It takes an AviSynth script, an AVI or a WAV file and encodes it to a raw MPEG-1 or MPEG-2 video stream - the kind a DVD authoring tool expects. It does not make finished DVDs, MP4 files or anything H.264.
In its day its MPEG-2 quality was compared with expensive commercial encoders, which is why DVD Rebuilder users adopted it.
Its Limits
- No H.264, HEVC, AV1 or VP9 - only MPEG-1 and MPEG-2.
- One file at a time, with no drag-and-drop.
- None of FFmpeg's improvements since 2007.

What to Use Instead
To make a DVD that plays on a TV, DVDStyler encodes the MPEG-2 and builds the menus for you, free.
For everything else, HandBrake encodes modern H.264 and HEVC files that are far smaller at the same quality, and FFmpeg still encodes MPEG-2 from the command line if you need it.
